The campaign of the game is set in the late 1980s and 2025, and it continues the story of Black Ops.

In the 1980s, the player controls Alex Mason and Frank Woods, two of Black Ops’ protagonists, while in 2025, the player controls Mason’s son, David Mason (codenamed “Section”). Raul Menendez, a Nicaraguan cartel leader, is responsible for kidnapping Woods in the 1980s and later sparking a second Cold War in 2025, and the characters are pursuing him in both time periods. On the long-running American soap opera One Life to Live, Detective Antonio Vega is a fictional character.  Reyes debuted in the role on July 10, 1995, and left in August 1997, only to return in 1998.  Reyes returned to the role in 2000 and has been playing it ever since.

In May 2007, while  Reyes was recovering from surgery, Robert Montano took over the role of Antonio for seven episodes. Antonio Vega, Carlotta’s older son, is released from prison in 1995 after serving a seven-year sentence for murder. Antonio eventually demonstrates that his crime was committed in self-defense.

He marries Andy Harrison, a fellow officer, and Max Holden’s half-sister, and they eventually leave town for California. Antonio and Keri marry in 2003, but Antonio can no longer bear the consequences of his deception. Antonio forms a bond with Viki’s daughter Jessica Buchanan while still grieving for Keri. Keri, who is becoming increasingly unstable, competes with Jessica for Antonio’s love and tries to frame him.

In 2004, Antonio and Jessica become involved in the Santi drug cartel’s operations. Antonio learns that his mother is related to Manuel Santi, a notorious Latin American drug lord. He also becomes a rogue agent in order to bring down the criminal who has taken over Santi’s former cartel.

 Antonio becomes embroiled in yet another bitter custody battle with R.J. in 2005. Jamie is no longer alive. He takes advantage of his Santi inheritance to bankrupt R.’s club. Antonio is eventually exonerated of all charges and reinstated at the Llanview Police Department.
