Davis began his career as a patrol officer with the Lowell Police Department in 1978. He worked his way up through the ranks, becoming a Detective, Detective Sergeant, and Detective Lieutenant before being promoted to Captain in 1992.
Davis attended the FBI Academy’s Law Enforcement Executive Development Association program in Quantico, Virginia, in 1993. He has received numerous community service awards, including the Police Executive Research Forum’s National Leadership Award, the Pioneer Institute’s Better Government Award, and the Community Teamwork, Inc. of Lowell’s Local Hero Award.
